FLORENCE, S.C. -- Troopers charged a Florence man with felony DUI and child endangerment after the pickup truck he was driving south on Savannah Grove Road ran off the left side of the road and then struck and killed a man who was mowing his grass.

Christopher Powell, 28, 2221 McLaurin Drive, was booked into the Florence County Detention Center at 2:11 a.m. by the South Carolina Highway Patrol, according to the detention center's Web site. He is charged with one count each of felony DUI resulting in death and child endangerment for committing certain offenses with a minor in the car, according to the Web site.

WASHINGTON -- The Supreme Court appeared reluctant Wednesday to allow police to routinely order blood tests for unwilling drunken-driving suspects without at least trying to obtain a search warrant from a judge.The court heard arguments Wednesday in a case about a disputed blood test from Missouri, against the backdrop of a serious national problem of more than 10,000 deaths from crashes involving alcohol-impaired drivers in 2010, about one every 51 minutes.That number has dropped by 60 percent in the past 20 years because of a sustained national crackdown on drunken driving.
